Verona Housing Project

The Verona Housing Project is an innovative housing and municipal water system project that 2B is leading for the Township of South Frontenac. The project will bring new dense and diverse affordable housing to the rural and small community, which has predominantly had single-detached home development. The municipality’s goal is to create a high-quality, diverse housing project that supports the local community, which includes seniors, workers, and families. This project is a pilot that will demonstrate to rural and small communities across Ontario and Canada how modular servicing infrastructure can be integrated and optimized to speed up the delivery of new dense and diverse housing faster and for less.
South Frontenac engaged 2B Developments in 2024 to lead the project from early-stage feasibility through to complete development design. Our role has included developing the housing strategy, designing the funding pathway, coordinating the development team, managing development processes and approvals, and preparing the project for major capital funding applications planned for early 2026. Our team serves as the project lead, overseeing all project consultants and partners and acting as the client representative.
2B has successfully secured more than $8 million in grants to support the predevelopment and construction of both the modular servicing and housing for the development. Our team is developing a Knowledge Transfer Plan that will provide clear steps and processes for other municipalities and developers to follow to advance development using decentralized communal systems for water, sewer, and both. The project aims to start construction in 2026.
A defining feature of the Verona Housing Project is the innovative approach to designing and constructing the water supply, which is intended not only to serve the development itself but also to allow future connections from neighbouring properties, providing an expanding community benefit. The project also reflects 2B’s leadership in establishing Municipal Service Corporations (MSCs), with our team guiding South Frontenac through the creation, governance, and ownership structure of a new MSC that will steward the development for decades to come.
