Linden Housing Development Co-operative (Linden) is a new co-op constructing a supply of affordable housing for community members of Lanark County. The Co-op’s goal is to deliver community-driven housing that strengthens local affordability while reflecting residents' needs and priorities.
2B Developments was engaged from the beginning of Linden’s mission to build a new co-op in Perth, Ontario, in 2024. Our services and support included developing a concept and conducting a financial feasibility study, and a capital funding strategy early on. Once CMHC announced the opening of the Co-op Housing Development Program Fund (CHDP) in June of 2024, our team led all steps of the development process from negotiating land, completing the zoning bylaw amendment, the development design, and obtaining a Class B budget. This work was all completed in just under 4 months and enabled Linden to apply to Round 1 of the CHDP program.
The Linden project is a clear example of the leadership, passion, and expertise that the 2B team brings to projects. Our effective and efficient work on the project led Linden to be 1 of 3 applicants across Canada to enter into a funding agreement in early 2025, and to be 1 of 8 co-ops awarded funding in Round 1. From negotiating land in June 2024 to obtaining the building permit in August 2025, this project demonstrates 2B’s expertise in development. In total, Linden has received close to 100% of financing for their project, which includes predevelopment and construction financing, and approximately 25% of funding as a contribution grant.
A defining feature of this project is the collaborative, community-first approach taken by the Co-op and the broader project team. The development prioritizes working with local trades and suppliers, ensuring it is truly built for the community, by the community. The project also holds personal significance for our President, Lindsay Blair, who grew up in Perth and remains deeply connected to the community. Linden’s progress stands as a model for how co-operative housing can be effectively advanced in small and rural municipalities through strong planning, strong partnerships, and a clear development pathway.
