Municipal Services Corporation (Housing) [2025-2026]

The Township of Hornepayne is a rural, remote municipality located in Northern Ontario that created a Municipal Services Corporation (MSC) for housing development & operation: Hornepayne Housing Corporation (HHC). 2B’s mandate has included working with HHC to revise and implement a new strategy, which includes expanding its mandate beyond operational management of housing to include the development of both affordable homeownership and rental housing to meet their community needs across a Phased Strategy that 2B developed.

Our Phased Strategy leverages municipal assets to deliver approximately 100 new housing units across affordable homeownership, market rental, and non-market rental housing. The strategy is designed to create a sustainable pipeline of housing projects that support residents, strengthen the local workforce, and contribute to the Township's long-term economic sustainability.

2B’s work has included creating a housing strategy, identifying funding opportunities, preparing major funding applications, coordinating the development team, guiding project approvals, and supporting governance, financial planning, and phased project delivery.

The housing program begins with the development of up to 14 affordable homeownership units on municipally owned surplus lands on Spruce Street. Revenue generated from these homes is intended to support future phases, including the phased redevelopment of the existing Parkview Apartments into 84 new rental units. This approach allows current tenants to transition into newly constructed housing before redevelopment begins, preserving housing continuity while significantly increasing the community's long-term rental supply.

This initiative highlights 2B's expertise in helping municipalities develop long-term housing strategies that extend beyond a single project and create lasting community impact.
