Future Use Study for Surplus Community Assets [2026]

2B Developments Consultants & Associates Inc. is the prime consultant leading a Future Use Study for the Township of Russell, Ontario, in partnership with WSP. The study guides Township Council through a structured, evidence-based decision on the future of four surplus community assets: the Russell Arena, the Embrun Arena, the Camille Piché Community Hall, and the Russell Centennial Pool. Each asset is evaluated as both a building and the land it occupies, with divestment carried as a baseline scenario so every option is measured against what the community would gain or forgo.

Running over 18 months across six phases, the project pairs rigorous analysis with wide public engagement in a bilingual, rapidly growing community. 2B is leading fully bilingual outreach; pop-up events, open houses in Russell and Embrun, an online survey, and direct sessions with facility user groups, all designed to connect community input to the decisions Council must make. A market-sounding Expression of Interest process tests private, non-profit, and institutional interest in each site, while a transparent evaluation framework keeps community benefit and financial performance as distinct, visible streams.

The result: Council receives the evidence, options, and analysis needed to act on these assets with confidence, in a process built to remain useful across the 2026 municipal election.
