Housing Needs Assessment [2026]

2B Developments Consultants & Associates was engaged by the Town of Hanover, Ontario, to prepare its Housing Needs Assessment for the 2026–2036 planning horizon. The study establishes a defensible baseline of current housing supply, suitability, and affordability across the full housing continuum, quantifies market and non-market need, and translates the evidence into attainable, buildable recommendations for the Town's role.

The work comes at a pivotal moment: a 1,600-acre boundary adjustment from the Municipality of West Grey has reshaped Hanover's planning horizon, requiring that the largely unserviced expansion lands be modeled as a phased, servicing-dependent supply. As the dominant commercial centre serving roughly 40,000 people within a 30-minute drive, Hanover is absorbing regional housing demand, and the Assessment maps how.

Built on the federal Infrastructure Canada HNA template, deliverables include the full Assessment report, a Council and public facts sheet, an interactive data dashboard, GIS-based maps, a monitoring indicator framework, and a Council presentation.
